Executive Director: Kosal Chai

After passing the National year 12 exam I had the opportunity to be sponsored by Chances 4 Cambodia to study at the Royal University of Agriculture Studying Sector Land Management and Land Administration.
In 2010 I was successful in obtaining an internship in Israel studying Horticulture and Agriculture.
On my return to Cambodia I resumed my studies and graduated in 2013
My first employment was with Dupont Cambodia as an assistant to support the technical and marketing division, I 2016 I jpoined GTZ as a Provincial Technical Advisor. I am now employed in the Marketing, Development and Technical Support section at Cortega Agri-Science since 2017.

As part of his background, Mr. Phan Sin has attended a number of oversea training courses, including (i). In 2011, Munich, Germany, a one week training and exchange of experience land use planning, legally binding plan and spatial planning in Germany; (ii). In 2003, Ho Chi Min City, Vietnam, a two week visit to the “one-stop shop” model in Ho Chi Minh City which brings the Public Service closer to the people by understanding the establishment, operation, management, implementation and monitoring arrangements of one-stop-one-shop; (iii). In 2002, a field trip in France, Switzerland and Belgium to gain experience in the orientation of the structure, function, operation, management of International and Regional Organizations, i.e OECD, WTO, ILO, WIPO as well as to understand EU laws; and (iv). In 2001, he joined a legal field trip to Beijing, Republic of China to understand the Chinese Legal System. He also attends joint training locally, in collaboration with various international bodies, GIZ, JICA, KOIKA, CIDA, FINNMAP, on various sector such as Models of Construction Management, CM, Good Governance, Rules of Law and Human Rights.

After 6 years in the Royal Australian Army (RAA) and 17 years in the Tasmanian Fire Service, Steve has gained an extensive knowledge of training and management skills from Training Colleges around the world. Since leaving the Fire Service he has concentrated on the Sales and Marketing area having been an Associate member of the Australian Institute of Marketing since 1971, his experiences have involved Sales and Marketing for small and large business, including his own very successful Photography business for 15 years in Australia, he spent 5 years at the largest holiday complex in the UK, Sales and Marketing Manager for a bakery business in Australia then to sales and marketing manager for Cambodia Yellow Pages, then to the position of Sales and Marketing Manager ITMS (International Training and Management Solutions). He has been involved with C4C since it's Inception in 2008

International Dutch entrepreneur for over 40 years in various fields such as hospitality, travel, marketing, food, real estate, regularly involved in and initiating charity projects during his life as a globetrotter exploring the world, recently founding NGO Chances4all and Chances4Cambodia.
